Medical Director

ICMS

Overview
Islands Community Medical Services (ICMS) is seeking a Medical Director committed to providing high-quality outpatient care at our community medical center on Vinalhaven Island, Maine. As an integral part of the management team, reporting through the Executive Director to the Board of Trustees, the provider is responsible for providing and supervising the delivery of all medical care offered by ICMS to the clinic’s patients whether onsite or via home visit.  Such medical care shall include, without limitation: general family practice, adult medicine, pediatrics, gynecology, health maintenance and stabilizing emergency care to all patients, including history, physical exam, diagnosis, and treatment of common ailments as well as health maintenance spanning from infants to elderly and working with undeserved populations.
Responsibilities (include)

  • Provide quality medical diagnosis and treatment, approve the procurement, security and dispensing of medications, and participate in annual peer review.
  • Provide clinical support and leadership to the health center providers.
  • Lead monthly Medical Staff Meetings with brief report to Quality Assurance Committee and Administration (as administrative needs may dictate).
  • Provide clinical supervision for the Clinical Director including meeting at least monthly.
  • Provide supervision, chart review and sign-off for Physician Assistants.
  • professional licensing regulations and maintaining a sense of teamwork and good communications among staff.
  • Work with Executive Director to develop practice productivity goals consistent with the overall yearly operational plan, provide input for development and adherence of annual operating budget, and support Executive Director in developing billing and coding process.
  • Work with Dental Director, Executive Director, staff, and BOT to develop, implement, and monitor the annual health care plan that seeks to improve the overall health of the community served and ensures patient satisfaction remains high.
  • Provide, in coordination with the Quality Leader, oversight of QA/QI Program including ensuring the implementation of QA/QI operating procedures and completion of QA assessments, monitoring QA/QI outcomes and updating operating procedures, including acting as the lead clinician for the Patient Centered Medical Home initiative.

Qualifications

  • Must be board certified in Family Practice and possess a valid license to practice medicine from the State of Maine
  • Current BLS, ACLS and ATLS certifications.
  • Experience with the treatment of Substance Use Disorders is strongly desirable.
  • Ability to work effectively and collaboratively in a, fast-paced health care setting and prioritize competing job demands.

Human Resources Manager

ICMS

Overview
Islands Community Medical Services (ICMS) is seeking an experienced and energetic Human Resources Manager. The HR Manager is responsible for day-to-day operations of the human resources (HR) department under the Executive Director. HR department functions include: staff recruitment, coordinating salary and benefits, maintaining HR and emergency preparedness policies and procedures, coordinating annual reviews, and ensuring ICMS is in legal compliance with agency operational, state and federal requirements and assists with the implementation of ICMS’s risk management program.  The Human Resources Manager acts as a liaison between health center staff and senior leadership and serves as first-tier staff support for day-to-day questions, and the key contact for emergency preparedness.  
Responsibilities (include)
Specific responsibilities for managing and completing a wide range of human resource and administrative functions to include, but not limited to:

  • Working with leadership to ensure adequate staffing of positions, competencies, and qualifications and assisting with the development and implementation of approved job classifications and salary structure.
  • Leading staff recruitment efforts - including advertising open positions, reviewing resumes/applications, coordinating and facilitating interviews, conducting reference and background checks.
  • Coordinating processes for both new hires and staff departing the health center, including employee orientation, and conducting exit interviews and documenting feedback for senior leadership to review.
  • Maintaining the ICMS Employee Handbook, as well as HR/personnel and Emergency Preparedness elements of the health center’s policies and procedures.
  • Working with leadership to manage annual staff training calendar for risk management and coordinating time-off requests and schedules.
  • Working with Director of Operations to plan and implement annual employee reviews, as well as assisting Medical Director and Clinical Director in completing annual competencies and reviews for medical staff and maintaining documentation regarding provider contracts.
  • Developing HR goals and benchmarks with ED and Director of Operations, conducting staff satisfaction surveys, making recommendations to leadership to reduce absenteeism, turnover, and other adverse employment related trends, and improving overall staff satisfaction.
  • Mediating first-tier HR-related questions and issues and elevating to Executive Director or Director of Operations as appropriate.
  • Risk Management, specific to incident reporting and review of risk management activities, such as, ongoing monitoring, assessment, and documentation.
  • Maintain compliance with federal employment, state employment, HIPAA, EEO and civil rights laws, OSHA rules and regulations. Ensure all personnel files are in legal compliance with state/federal and agency requirements.

Qualifications

  • At least three years of Human Resources management experience preferred.
  • A graduate from accredited college in Human Resources or Business Administration. 
  • Knowledge of state and federal labor laws are required.
  • Broad knowledge and experience in employment law, compensation, benefits administration, organizational planning and development, employee relations, safety, training and development and office administration.

Licensed Clinical Social Worker (LCSW)

Overview
Islands Community Medical Services, Inc. (ICMS), is seeking an experienced and compassionate licensed clinical social worker (LCSW) with 2 or more years of direct experience and professional excellence in working independently and interdependently within a multi-disciplinary team. You will work alongside a dedicated and experienced team, including a substance abuse and adolescent counselor as well as our medical services team. The LCSW is responsible for managing behavioral health patients to promote effective treatment, education, self-management support, and timely health care delivery to achieve optimal quality outcomes and support the Patient Centered Medical Home Initiative.  
Responsibilities (include)

  • Provides mental health screenings and initial assessments to medically referred and other clients.
  • Provides structured, evidenced-based psychotherapy as part of an appropriate treatment plan and in accordance with ICMS protocols.
  • Coordinates and collaborates with the primary care providers to improve health outcomes.
  • Facilitates referrals to other services (e.g. specialty care and community resources, substance abuse treatment) as needed.
  • Works closely with Clinical Supervisor on challenging cases.
  • Provides clinical therapeutic services to patients, including individual and group therapy and coordination of treatment for participants with co-occurring disorders.
  • Provides crisis intervention as needed.
  • Maintains accurate and timely records of activities, case management notes, and services provided to each client.
  • Works to meet patient needs effectively and resolve individual barriers through follow-up, advocacy and collaboration with ICMS staff and other community service providers.
  •  Prioritizes patients according to intensity, need and required follow-up.
  • Identifies and effectively utilizes community resources to meet the needs of patients.

Qualifications

  • Minimum of two years of experience providing service as an LCSW.
  • Knowledge of Integrated Behavioral Health in the Community Healthcare System.
  • Unencumbered State of Maine - Licensed Clinical Social Worker (LCSW) license required
  • Master’s degree in Social Work required
